The song is the second in Bieber's series "Music Mondays", the first being "Heartbreaker", which was released on October 7. Bieber released a new single every week for 10 weeks from October 7 to December 9, 2013. The music video for "All That Matters", directed by Colin Tilley, was released on December 2, 2013. Model Cailin Russo starred in the music video. In an interview in December 2013, Bieber confirmed he wrote the song when he was in a "happy place" in his relationship with Selena Gomez, until they separated in early 2013. Bieber officially performed the song with Ariana Grande at The Honeymoon Tour. Bieber later performed the song at the 2015 Wango Tango.

i’ve been a belieber for 10 years, since 2009. i loved justins music ever since he got discovered, but honestly, when i say journals is the best, i mean it. journals is so real, and heartfelt. you can hear the pain and the sorrow in his voice, and you can tell that he’s trying to express those emotions through his music. all of the songs added on journals were incredible and i listen to them to this day. justin is beyond talented and i’m so glad he’s moved past this heart-aching phase of his, and he’s moved on for the better. glad to be apart of the belieber fandom !!💜
